Board for Educator Certification (SBEC) Purchasing Policy
Policy Statement
SBEC purchases are the responsibility of the
SBEC Purchasing Staff which is committed to adhering to the SBEC Historically
Underutilized Business (HUB) program and for operating under the highest ethical
standards. We are also committed to spending money wisely and supplying our
users with the best products and services available.
HUB Program
SBEC HUB Commitment
The HUB Coordinator along with the SBEC purchasing staff
is committed to promoting and increasing purchasing and contract opportunities
for businesses owned and certified as HUB’s. It is SBEC’s policy
to contact HUB vendors for every purchase, whenever possible.
What is a HUB?
A HUB is defined as a corporation, sole proprietorship,
partnership or joint venture formed for the purpose of making a profit, whose
principal place of business is in the State of Texas and at least 51 percent
is owned, operated, and actively controlled and managed by one or more of the
following:

Asian Pacific American – includes persons whose origins are from Japan,
China, Taiwan, Korea, Vietnam, Laos, Cambodia, the Philippines, Samoa, Guam,
the U.S. Territories of the Pacific, or the Northern Marinas; and Subcontinent
Asian Americans which includes persons whose origins are from India, Pakistan,
Bangladesh, Sri Lanka, Bhutan, or Nepal;
•
Black American – includes all persons having origins of Black racial
groups of Africa;
•
Hispanic American – includes all persons of Mexican, Puerto Rican, Cuban,
Central or South American, or other Spanish/Portuguese culture or origin,
regardless of race;
•
American Indian – includes persons who are American Indians, Eskimos,
Aleuts, or Native Hawaiians; and
•
American Woman – includes women of any ethnicity; except those specified
above.
To apply
for HUB certification, a business owner must submit a Centralized Master Bid
List/HUB certification application. The application is available through any
state agency or the TBPC web site www.tbpc.state.tx.us/cmbl/index.html.
HUB Program
Goals
SBEC
shall make a good faith effort to utilize HUBs in contracts for services (including
professional and consulting services) and commodities purchases. Each agency
may achieve the annual procurement goals by contracting directly with HUBs or
indirectly through subcontracting opportunities.
SBEC shall make
a good faith effort to assist HUBs in receiving a portion of the total contract
value of all contracts that the agency expects to award in a fiscal year in
accordance with the following percentages:

SBEC
expends funds in four of the state’s purchasing categories and has no
expenditures in "Heavy Construction" and "All Other Building
Construction."
