TEMPORARY TEACHER CERTIFICATE - CANDIDATE INFORMATION updated 3/21/05

The State Board for Educator Certification approved the creation of the Temporary Teacher Certificate (TTC) at its April 2, 2004 meeting. The TTC provides an additional certification route for persons who hold a bachelor ' s degree or higher to enter the teaching profession. Persons requesting a TTC must be employed by a Texas school district(s) for the two-year validity period of the certificate. The school district(s) will assume the responsibility of training the individual for the validity period of the certificate. To view the entire rule as approved by the Board, please click here.

Candidate Application Requirements

  • Baccalaureate or advanced degree from an accredited institution of higher education.
    • Academic major or interdisciplinary academic major, including reading (other than education) that is related to at least one area of Texas public school curriculum and related to the current 8-12 certificate structure.
  • A Temporary Teacher Certificate (TTC) can only be issued for grades 8-12 in curriculum areas that currently have an exam under the Texas Examination for Educator Standards (TExES) program.

  • Passing scores on 8-12 Pedagogy and Professional Responsibilities (PPR) TExES and on the appropriate 8-12 TExES content exam.
  • Pass national fingerprint-based criminal history background check.
  • Candidates who already hold a temporary credential issued by SBEC (including a permit or probationary) may obtain a Temporary Teacher Certificate as long as they have not held one or any combination of the credentials listed above for MORE THAN ONE SCHOOL YEAR. An individual is only allowed to serve for a maximum of three school years on temporary credentials before obtaining the standard certificate.

Candidate Responsibilities
Candidates wishing to acquire this credential for the 2004-2005 school year must 1) apply online for the Review of Credentials, 2) apply for the TTC, and 3) pay for all services at the beginning of the process (including fingerprinting fees).

  • Applicants for future school years will have more time and may choose to wait to pay for the actual TTC until after they know the results of their exams and background check.

STEP ONE

  • Candidates must apply online for a Review of Credentials.
    • To apply, visit the SBEC “Educator Login” information page here to first register for a SBEC Online account. Once logged in, click on the “Applications” menu button on the left-hand side of the screen and choose the “Temporary Teacher Certificate” menu button. Follow the instructions provided regarding the submission of fees and required documents.
      • The fee for the Review of Credentials is $177 and is non-refundable. The Review of Credentials will determine the content area the candidate's academic major is related to, the target certificate, and which 8-12 content exam the candidate must take in addition to the 8-12 PPR exam.
      • Candidates must submit official transcripts from all colleges and universities showing completion of the degree and academic major. If you earned your degree in a country other than the United States , you must submit an original, course-by-course evaluation for professional licensing of all college-level credits prepared by a credential evaluation service recognized by SBEC.  The evaluation must be signed by an authorized representative of the evaluation service and must verify that you hold the equivalent of a bachelor ' s degree granted by an accredited institution of higher education in the United States , including the month, day, and year that the degree was conferred.
  • Submit an online application for the Temporary Teacher Certificate . To apply, login to SBECOnline and follow the instructions for the Temporary Teacher Certificate application.
    • The fee is $52 and is refundable should it be found that the candidate does not possess a degree related to the 8-12 certificate structure or if the candidate does not find employment with a school district.
    • As a part of the application process a fingerprint packet will be mailed to the candidate for completion.
  • Submit to SBEC a Fingerprint Card and the $47 fee to initiate the national criminal background check. Additional information regarding fingerprinting may be found here.
  • Once the Review of Credentials is completed, the candidate will be notified by SBEC of the appropriate 8-12 TExES content exam for which to register in addition to the 8-12 PPR.
  • Candidates are strongly encouraged to NOT register for any TExES examination until the Review of Credentials has been completed and the candidate has been notified of the appropriate content exam.

STEP TWO

  • Upon notification of eligibility and the appropriate TExES content exam, the candidate may then register with Educational Testing Service (ETS) for the 8-12 content area exam ($82) and 8-12 PPR exam ($82).

    • Candidates will register as an “exam only” examinee for the content exam. Follow all instructions and deadlines provided in the TExES registration bulletin.
    • Candidates must register as an "Temporary Teacher Certificate (T)" examinee for the PPR exam using internet registration by going to http://texes.ets.org/ and following the instructions.
    • Late or emergency registration fees will be incurred if regular registration deadlines are missed.

    • Candidates taking the FCS - Hospitality, Nutrition and Food Sciences 8-12 or FCS - Human Development and Family Studies 8-12 exam must register through the American Association of Family and Consumer Sciences. Registration information may be found here. A study guide may be downloaded here.

STEP THREE

  • A “letter of eligibility” will be made available online for interviewing purposes allowing the individual to be hired by a school district once the following items have been verified by SBEC:
    • completion of the Review of Credentials,
    • successful completion of BOTH content and PPR exams,
    • submission of an acceptable fingerprint card, and
    • all applicable fees have been paid.

STEP FOUR

  • To receive the TTC, a candidate must secure employment with and be recommended by a Texas public school district (19 TAC 230.436 (10)) and complete all requirements as outlined in rule. (19 TAC 232.5 (a) (1) (2) (3))
    • It is the candidate's responsibility to seek and gain employment with a Texas school district.
    • The candidate should make sure that the school district has an SBEC approved Preparation, Mentoring and Support Plan in place.

STEP FIVE

  • Upon successful completion of the two years of successful continuous employment on the Temporary Teacher Certificate and after all requirements have been met (19 TAC 232.5 (j) (1, 2, 3) (k)), the candidate may apply to SBEC for a Standard Certificate ($77).
    • The Standard Certificate can then be issued upon the recommendation of the employing school district(s).
